Reporting to the Supervisor of Housing Services, the Property and Tenant Services Manager is responsible for the day-to-day operations and social challenges of the assigned DSSMSSAB housing portfolio, including supporting non-profit housing providers receiving assistance from the DSSMSSAB. This role encompasses tenant services, eligibility assessments, property oversight, and collaboration with internal and external stakeholders to ensure sustainable housing and community stability.

Key duties and responsibilities include:

  • Administer rental processes including unit showings, offers, and lease signings.
  • Monitor tenant accounts and ensure accuracy of financial obligations including rent, maintenance, and arrears.
  • Negotiate and manage repayment agreements for tenants in arrears.
  • Assess and determine rent-geared-to-income subsidy eligibility monthly and annually.
  • Conduct interviews and gather documentation for social housing eligibility assessments.
  • Investigate complaints or concerns related to social housing eligibility.
  • Provide proactive social supports to tenants to maintain successful tenancies; refer individuals to appropriate internal/external resources.
  • Address tenant issues and social challenges with empathy and professionalism.
  • Coordinate and oversee property maintenance, including inspections and contractor management.
  • Engage with community agencies to implement neighbourhood-level initiatives.
  • Conduct home visits to assess tenancy risks and create action plans to avoid eviction or subsidy loss.
  • Maintain detailed and accurate records of tenant interactions and decisions.
  • Attend Landlord and Tenant Board hearings and enforce eviction orders when necessary, including coordination with the Sheriff’s office.
  • Prepare vacant units and conduct minor repairs when required.
  • Participate in an on-call emergency rotation.
  • Follow and promote all DSSMSSAB Health and Safety procedures.
  • Proficient in Microsoft Word, Excel, and Outlook.
  • Bilingualism in English and French is considered an asset.
  • Knowledge of the Occupational Health and Safety Act and associated responsibilities.
  • Perform other duties as required.

Qualifications:

  • The successful candidate will have the ability to work both independently and collaboratively in a fast-paced, client-focused environment. Strong communication, problem-solving, and organizational skills are essential.
  • Post-secondary diploma in a related field.
  • Minimum one (1) year of experience in client services and/or property management.
  • Valid Ontario driver’s license and access to a reliable vehicle.
  • Must reside within a 20-kilometre radius of McNabb Street and Great Northern Road for on-call responsibilities.
