The District of Sault Ste. Marie Social Services Administration Board (DSSMSSAB) is seeking an experienced and strategic leader to join our team as Director, Infrastructure & Capital Development.

Reporting as part of the senior leadership team, this position provides strategic direction for the planning, development, renewal, and stewardship of infrastructure and capital assets across DSSMSSAB and in collaboration with the Sault Ste. Marie Housing Corporation (SSMHC). The successful candidate will lead capital planning, asset management, infrastructure renewal, and major construction initiatives that support the long-term sustainability of our facilities and housing portfolio.

Duties & Responsibilities

Strategic Leadership & Capital Planning

  • Develop and implement long-term infrastructure and capital development strategies.
  • Lead asset management planning, capital forecasting, and infrastructure investment initiatives.
  • Identify emerging infrastructure risks, funding opportunities, and legislative changes.
  • Provide executive oversight for planning, design, construction, and commissioning of capital projects.
  • Lead enterprise asset management practices, lifecycle planning, and infrastructure risk management.

Capital Project Delivery

  • Oversee multi-year capital budgets and project portfolios.
  • Ensure projects are delivered on time, within budget, and according to approved scope and quality standards.
  • Work with Corporate Services on procurement, contract administration, and project governance.
  • Monitor project performance and implement effective risk management strategies.

Housing Corporation Collaboration

  • Work closely with the Sault Ste. Marie Housing Corporation to deliver capital renewal and redevelopment projects.
  • Support long-term housing sustainability, accessibility, energy efficiency, and regulatory compliance.
  • Help develop capital plans that enhance tenant well-being and preserve housing assets.

Financial Management

  • Develop and manage operating and capital budgets.
  • Maximize provincial, federal, and partner funding opportunities.
  • Ensure compliance with funding agreements and reporting requirements.
  • Provide financial reporting and capital project updates to senior leadership and governing boards.

Leadership & Organizational Development

  • Lead, mentor, and support a professional team.
  • Foster a culture of accountability, collaboration, innovation, and continuous improvement.
  • Strengthen organizational capacity in project management, asset management, and infrastructure planning.

Governance & Stakeholder Relations

  • Prepare reports and recommendations for the DSSMSSAB Board, SSMHC Board, and senior leadership.Represent DSSMSSAB with government agencies, municipal partners, consultants, and funding organizations.
  • Build strong relationships with internal and external stakeholders to support successful project delivery.

Qualifications

The successful candidate will demonstrate strong leadership, strategic planning, and financial management skills, along with experience overseeing complex infrastructure and capital projects. Additional qualifications include:

  • Post-secondary degree in a related discipline.
  • Professional designation such as PMP, CAMP, P.Eng., or RPP is considered an asset.
  • Minimum seven (7) years of progressively responsible experience in infrastructure, capital development, asset management, construction management, or a related field.
  • Valid Ontario driver’s licence.
  • Bilingualism (English/French) is considered an asset.

Experience in municipal government, social housing, or the broader public sector is considered an asset.

Salary & Benefits

  • Salary Range: $123,749 – $147,339

Collective Agreement

This is a non-union leadership position and is not covered by a collective agreement.
