Job Title: Supervisor, Housing & Tenant Services
Division: Housing

The District of Sault Ste. Marie Social Services Administration Board is seeking a Supervisor, Housing & Tenant Services to join the Housing division. The Supervisor, Housing & Tenant Services provides frontline leadership to Property and Tenant Services Managers, ensuring the effective day-to-day operation of housing communities across the portfolio.

This role is primarily responsible for tenancy management, tenant relations, and the coordination of routine and minor maintenance activities. The Supervisor supports staff performance, ensures consistent application of legislation and organizational policies, and promotes safe, stable, and well managed housing communities.

The position reports to the Manager, Housing & Tenant Services, and works closely with the Manager to escalate complex tenancy issues and align operational activities with broader asset management and capital planning priorities.

Key duties and responsibilities include:
Tenant Management
• Provide oversight and guidance on all tenancy-related matters, including:
– Rent collection
– Arrears management and repayment agreements
– Lease enforcement and compliance
– Tenant complaints, disputes, and community concerns
• Lead early intervention strategies to stabilize tenancies and prevent evictions
• Support staff in applying relevant legislation, including the Residential Tenancies Act and
• Housing Services Act
• Manage escalated tenant issues prior to referral to alternative internal or external resources
• Foster positive tenant relations and community engagement initiatives

Staff Supervision & Operational Leadership
• Supervise, coach, and support a team of Property and Tenant Services Managers
• Provide day-to-day direction, problem-solving, and decision-making support
• Monitor workload distribution and ensure service standards are met
• Conduct performance management, including caching, feedback, and development planning
• Support recruitment, onboarding, and training of staff
• Promote a culture of accountability, consistency, and tenant-centered service

Property Operations & Minor Maintenance Oversight
• Oversee the identification, prioritization, and resolution of routine and minor maintenance issues
• Ensure timely response to work orders and tenant service requests
• Coordinate with maintenance staff or contractors as required

• Monitor property conditions and ensure compliance with health, safety, and cleanliness standards
• Escalate major repair or capital issues to the Manager, Housing & Tenant Services
• Support preventative maintenance practices at the site level

Policy Compliance & Risk Management
• Ensure consistent application of organizational policies, procedures, and regulatory requirements
• Support documentation, reporting, and file management standards
• Participate in legal processes as required (e.g., Landlord and Tenant Board matters)
• Identify operational risks and implement mitigation strategies
• Support health and safety practices across housing sites

Collaboration & Continuous Improvement
• Work collaboratively with internal teams (e.g., finance, Homelessness Prevention, Capital & Infrastructure Development)
• Provide operational insights to inform policy updates and service improvements
• Support implementation of new initiatives, programs, and system changes
• Contribute to data collection and performance monitoring related to tenancy and operations
• Provide on-call emergency coverage on a rotational basis and after-hours support to team as necessary

The successful candidate will demonstrate strong leadership, organizational, and problem-solving skills within housing and tenant services. They will possess knowledge of housing legislation, tenant relations, and housing operations, with the ability to manage multiple priorities in a fast-paced environment. Strong communication skills and the ability to work both independently and collaboratively are essential. Experience within social housing, non-profit, municipal, or broader public-sector environments is considered an asset.

Additional qualifications for this position include:

• Post-secondary education in social services, business administration, property management, or a related field
• Minimum 3–5 years’ experience in community housing, property management, or a related environment
• Previous supervisory or leadership experience preferred
• Experience working within a DSSAB, municipal housing provider, or non-profit housing sector is an asset
• Valid Ontario Driver’s License.
• Bilingualism (English/French) considered an asset.

Salary Range: $84,451 – $100,529
Job Class: Non-Union JC 4
Job Type: Full-Time
Work Hours: 35 hour work-week, 8:30am -4:30pm
